Hammar Contracting & Development entered the Syrian market in 2025, drawing on the experience and relationships its founders built in international real estate markets. From the outset, the company set a clear objective: to give project owners in Syria a contractor that assumes full responsibility for the project, from receipt of the approved engineering drawings to delivery of the completed works.
The company relies on execution resources it owns, including in-house workshops for concrete formwork, steelwork, tiling and aluminium, together with its own labour and heavy equipment. It does not depend on third parties for its core works; where specialist firms are engaged, this is done under documented contracts.
As Syria rebuilds, the company positions itself as a construction partner that understands each project from the owner's perspective: one that selects building and finishing materials with care, executes to the approved engineering drawings, complies with quality standards and municipal permit conditions, and delivers on schedule under formal contracts.

Mohammad Hammar
Founder and Chief Executive Officer
A real estate specialist with field experience spanning Istanbul and Dubai. He founded Rumeli Real Estate in Istanbul in 2017, led its expansion to Dubai in 2021, and to Syria in 2025.
He is a member of TGIDER, the association of real estate exporters in Türkiye, which brings together leading international professionals in the sector. The vision of Hammar Contracting & Development rests on his more than nine years of experience and his network across construction, development and project delivery.

HCD is supported by a team of engineers and site technicians who run specialist workshops owned by the company, working to a strategic phase plan with periodic assessment and performance reporting.
